It depends if you want to make a vector image or a pixel image really.

Photoshop is excellent for pixel editing, I prefer it everytime, but Illustator is more for the vector side I believe.

Vector graphics will scale up or down to any size w/o becoming a mess.
Raster graphics - which is what Photoshop produces, will NOT scale very well, they become seriously pixelated when enlarged, and rather muddy looking when shrunken too far.

The two programs are do have someof the same tools and the layout is similiar. But for me photoshop is a lot easier to use. Some of the tools in illustrator are a bit challenging to use.

I am opposite of RuthM. I think Illustrator is easier to use. But everyone has their own opinion about the two. The programs are similar in some ways, but at the same time very different. If you are going to actually be creating images, you will probably want Illustrator. If you are going to be working with photos and other images that are already created, then you will probably want to use photoshop to edit and tweak those images.

Unless you are intimately familiar with how to use the Pen tool and working with Paths, Illustrator can be a real pain. Even getting good at using the Pen tool in PS for paths is not what I'd call simple. I avoided that one tool for a long time because it frustrated me. After taking a couple of very good classes, I now use it all the time.

Illistrator can be used to edit the photo too like Photoshop did, as the latest edition of the illustrator program (the CS2) illustrator now adopted some of the image filters found in Photoshop. I used illustrator more these days to edit photos and vector at the same time, same window

I use both, Illustrator can produce some amazing results, but it is extremely difficult to use compaired to photoshop

I use photoshop for most of my work...

edit:

can't say either one is better, they both have their purposes
