You can do some great effects on text using the "blending options" for a layer. I did this in no time (not exactly the same but similar idea)
choose a good font, thicker ones work best. I used a black background with white text though any color will keep that tint. Here were the settings I used (and that's it)
These settings give the text outline
hope this helps, just experiment around and you're sure to find some great effects.
