Almost any graphic program can create GIF files.
GIMP - free, open source
PaintShop Pro - about $99
Photoshop Elements - around $100
Fireworks - expensive
Photoshop - very expensive !

I have found that ImageReady works the best for me.
But then again usability is in the eyes of the beholder.
(there are some people that prefer paintshop over Photoshop. )

I find photoshop to be the best, aslong as you save them correctly...

When creating gifs with transparent backgrounds make sure you select a matte color that is close (if not an exact match) to the color you will be playing the image over..A lot of folks dont do that, they just go to "save for web" and bing bang their done..Not realize the default settings save the image with the matte color set to white or none and it leaves the edges lookin rough...Just a lil tip for ya

If you're a novice/amateur graphics enthusiast, try photoshop elements as its the easiest to use. Offers the goodness of photoshop Sr. and is still affordable.
