Wow, thank you, LadynRed! (Red is my favorite color!).
What I wound up doing is making it grey scale because I had so many problems! The header was spliced and I just couldn't get each piece to match perfectly.
BUT, your advice helped a lot and I dabbled with the hue and saturation and did see how that works -- it's amazing. So it wasn't the fault of that, that's for sure!
And, the end result actually made the client very happy (much to my surprise!) Want to see how it came out? It's just a test layout right now:

If you click on any one of the upper right-hand links, you can see the colors it was before. But the board liked the greyscale and frankly, I thought that wound up with a pretty neat effect, too! They used red, grey, black and white on their previous site, so this is in keeping with their original color scheme, too. A bonus! (See the current site at http://www.wicrimestoppers.org -- it's awful LOL!).

I've been trying to get into a PhotoShop class for 2 years but it's always full. Maybe it's time to get a good book on PhotoShop. Know of any for N00B's??
