It really is down to personal choice. And what you will be using the software for. The industry standard is Adobe Photoshop which creates raster graphics, it is fairly simple to use and there are plenty of sites and books with tutorials and help. However, that is an expensive option and some people prefer the cheaper option of Jasc Paint Shop Pro (my personal preference). This is a good solid programme, and can create equally superior graphics to Photoshop. It also comes with a free programme called Animation Shop which allows you to easily create animated GIFs.
Maybe you need a vector drawing tool though, like Corel Draw or Macromedia Freehand which are more suitable for logos and for graphics that need to be resized without losing quality.
But if you're after a programme for simple web graphics, go for Photoshop or PSP.
