What exactly do you mean with "edit"?
Are you looking for a program to add things (text, images,etc) to video files?

Do mean a video editor or you want to download youtube videos and reedit it?

For editor, xp has an in built video editor called movie maker

Yeah MS Movie Maker will works perfect for small YouTube style vids. If you have Vista, Movie Maker is even better.

you can't edit you tube videos unless you use a recording software and cut pieces out of your recording. But in that case you might be looking for some Copyright Infringements.
