You could try Ulead GIF Animator 5 you can get a free trial for 15 days from http://download.com.com/3000-2186-5422267.html then $44.95 to buy

Its quite easy to use and has an online tutorial if you get stuck

Hope this helps

Or the easier alternative is Jasc Animation Shop. I personally use this and would recommend others to. It is a really simple programme to use and it costs very little to buy. You can actually get it bundled in free with paint shop pro.

This programme, allows you to, to take caps and import them to animation shop where you put them together, like a slideshow. Then just set times, effects add text and so on.

And I’m pretty sure the jasc website has a free trial of this software if you’d like to have a play with it first, to see what you think of it

To create flashing text, which i quess you mean flashes different colors you need to...
  • Add a picture or start a new one by clicking new
  • Click the T on the left toolbar and then enter your text, select size, font etc.
  • Once you have the text how you want, press the 'Duplicate Frame(s)' button on the bottom toolbar (The button that looks like two windows)
  • Then you can change the color of the second one and add other effects
  • You can then change the timing of the change between frames, by double clicking on the small frame preview at the bottom and changing the delay time
  • Then when you press play the text should appear to flash and change

For fading pictures simply...
  • Add the picture you want to the first frame
  • Have the frame selected, then goto the 'Video F/X' menu at the top, form here you can select various options to animate the picture
  • You could change the hue and saturation of the pic by going under 'Darkroom' -> 'Hue & Saturation

Also to make the picture look as if its fading simply...
  • Double click the picture
  • Then change the transparency

For effects such as neon you....
  • Add the text
  • Duplicate the frmaes the same as the flashing text
  • Right Click the text, goto 'text' -> 'Neon'
  • Then set the timing etc.

Hope this helps
