If its a link, you can use the title tag and the search engines really like that.

The title attribute is what you would use for text, but it's not going to have any significant impact on search engines.

Im not sure it really has any effect for search engines, but it does for making your pages more compatible for special browsers (ir for blind and imparre etc)
and its just plain old good pratice.
