Attached are two examples of the same online help page:
  • aaa_scrn_customer_information.htm
  • bbb_scrn_customer_information.htm
The "bbb" file works as designed. It contains a table in which some of the cells are populated by iframed text. The purpose of this is to make it so the text can be displayed on multiple pages but only needs to be edited in one place.

The "aaa" file is exactly like "bbb" except that I have broken the src values in all the iframes.

In aaa, the page opens properly. In bbb, when the page opens it scrolls down to the bottom of the web page (in Internet Explorer).

Clearly the unexpected behavior in bbb is caused by the iframes. It does this even if only one iframe is enabled. It does this even if I place an anchor at the top of the web page and link to that anchor in the web page.

Am I doing something wrong. Is there a better way to achieve the same result?

Yes! There is a better way to achieve what you are trying to do. You can use Server Side Includes (SSIs). You might try this link to learn more about them: http://www.freewebmasterhelp.com/tutorials/ssi
