and I'm trying to build this new layout that would enable my user that every time they press refresh a new banner would come up for example I already have 2 complete, and one almost done

Well if it were me i would just make it a flash movie. If you are interested i could this for you for a small price. Another option would be javascript but not for the whole header, but just for the images inside.

It's not possible to do what you want using only CSS, because CSS doesn't implement the concept of random numbers. Or arithmetic.

The two ways to accomplish what you want are to generate a random number, or increment one and loop it - use the modulo operator - over the number of banners. In PHP. Use an if statement to evaluate the number, and pull the banner it represents.
