First of all - do you know html and css, and I do not mean " <TABLE BORDER=1><TR>... etc. ?
For start learn CSS from eg. W3schools by making simple imageless layouts - header, sidebar, content and footer and so on. Then you can slice some designs - and first simple with gradiends, without roundings and shadows. Then think of roundings, shadows etc.
