What does this header information mean?

I have a page that I am attempting to recreate some pages for a client, and the header information in these pages says

<META http-equiv=3DContent-Type content=3D"text/html; =
charset=3Dwindows-1252">
I've never seen the 3D part of it - can anyone explain to me what this means? Is it significant? TIA!

The 3D usually shows up in content converted to emails as some form of delimiter. The rest of it is just declaring that you're using html with a windows character set.

Ah, that makes sense - that is how the pages were sent. And, the client also opened, but didn't extract a zip file, which further corrupted the information. Thanks for the explanation!
