Why do you need it ? I didn't think those old image slicers even existed any more.
Are you using a graphics program ? If so, which one ?

try Macromedia (or now Adobe?) Fireworks or a free alternative - if there is one?

Inkscape (http://inkscape.org/, more vector-oriented, like Corel or Illustrator) and The Gimp (http://gimp.org/ more bitmap-oriented, like Photoshop) could be good free alternatives although non of these two combines vector and raster graphics such as Fireworks does.

Better yet, do NOT use images for navigation, it's inacessible.
If you have a pre-CS3 version of Photoshop, you should also have ImageReady, which is what some people use for what you're asking. It makes horrible code, but they do it.

surely using images for navigation if you use the proper alt and title attributes isn't a problem, if not exactly the preferred method??
