Two issues with a frameset

Hello and thanks for your answers in advance.
I have a website with the following frameset: top frame,left frame, right frame, and the main frame is in the center. And I have the following two issies with it:
1) The files for each page open in the main frame. The issue is that the address in the address bar always stays the same. I basically can't email somebody a link to a specific page because that link will only point to the file, not to the frameset and basically it will only load that file without the frames around it.
and
2) Google and the rest of the search engines have indexed all the frames separately and sometimes links to a particular frame only show up in the search results. It is only supposed to index the frameset, not the separate frames.

I think that both issues are related to each other, but I am not sure of how to resolve them.

Issue #1 can't be fixed, because you aren't opening a new page, it is still the index page with a frameset.

And around here, they will tell you that working with frames and tables is your issue in itself. Me? I still like my frames and tables, as I spent lots of time trying to perfect them. But, it's a different decade now. However, I would spend a night and have the whole site done, and working pretty in most browsers. Now I spend a week on one page, trying to figure out why my CSS is falling apart.
