I'm changing my site around will be offering free css templates the hole site will be done with only html is there anyway I will be able to track how many download there will be without php or other coding?

No, you cannot do that with HTML.

You will need a counter programmed in a scripting language: PHP, Javascript, Perl, etc. HTML was not created to do that.
