Pop images what im trying to do for My portfolio is take a image and Make it into a Bigger Image.

If you click on hes image it pops up onto a window with a black and white border.

what is he using he Javascript ?

That is known as a modal pop up. Javascript is being used to to reveal a previously hidden div element and superimpose it onto the screen. Notice the darkening behind it, which probably comes from a fixed position div. The basic script is actually very simple, but more and more it is done with Javascript libraries such as Jquery.

It would appear that what that site is using is a variation on Lightbox, which is AJAX, there are quite a few to be found.

where could i find a script Like that so i can use Im using a script where its putting a link on my site and have it pop Up instead of the image just popping up theres a link with it.
