You can't just implement Web 2.0. In my opinion, there is no Web 2.0. That's just a buzzword. Specific features that are part of the Web 2.0 are interconnectivity, user-generated content, the dispersal of information, and much more.

Dynamic site elements and other things like that could also be defined as part of "Web 2.0". You know, the whole AJAX thing. So what exactly is it that you want for your site? Given the answer to that, we can probably give you some guidance.

I want to hyperlink some audio files in MP3 format. I think on web MP3 files are less in size.

When I click on the hyperlink Windows Media Player open and play the file. Some one told me that in web 2.0 when you click on the hyperlink on the same page the audio file will play.

I want, when someone click on the link the audio file will play on the same window. Can anyone tell me how this possible.

So not "web 2.0" then (whatever it might mean)

Just link to the file will do exactly want you want, provided the end users have their machine set to play MP's automatically. If not, they will get a choice.

If WMP is the target application for .mp3 it will play in the browser sidebar. Provided that is what the end user has set. If it is not then something different will open.

The choice of how and what is down to the end user not you, which is how it should be.
