PHP, ASP, Perl, Ruby/Ruby on Rails, and even Javascript. Please be more specific to users, for example providing a link to Hotscipts with a "sign up form".

@Threadstarter. What exactly are you wanting them to sign up to? What will they get for signing up?

Doing it in HTML or Javascript may not be enough. A script written in php, cgi or asp makes up a good sign up page. Or you could experiment with some of the available scripts on the net.
