I think one of the main problems is that <table> is one of the first things any web designer learns, CSS is always resigned to the last chapters, or in another page of learning or whatever, which automatically makes people assume is it harder or more advanced.
I think the solution is for there to be more readily available easy to follow tutorials for beginner webmasters that teach CSS along side HTML. Too many websites say tables = bad - use CSS, and even if they state their claim well it still sounds like opinion. What they should be saying is, hey, want to layout out something on a 3x3 grid? easy, use CSS....
