Need help with Frames! Driving me crazy!

I'm trying to place a "banner" below my header image in my top frame, the space I've alotted, but I'm not sure how to do that.

Here's a screen shot and the spot I'm talking about is boxed in green. The "banner" would be the actual size of the spot.

And here's the code for my top nav frame.

I'm driving myself nuts over this, and I'm sure it's something simple. If anyone could help me I'd be grateful!

Will this banner be staying in the top frame, or appearing just below it on select pages?

I'd like it to stay just beneath the header in the top frame.

MySpace uses horrid old frames ?? ?

So, put the image into the code of the top frame right under your header.

Lol, simply to clerify, it isn't for MySpace, it's an actual website.
But, I did try putting the image code in the top frame under my header, but it doesn't show up.

I managed to get the image where I wanted it, by doing an altered version of what Lady said. But it's covered up my links and I'm now stuck there, lol. The never ending process of this one small detail!
