I was wondering how I can make a mailing list. Even if I have to pay to make one I wouldn't mind.

But when I mean mailing list I am trying to mention one of those boxes you see on people's websites that state that they will give you free updates and information if you sign the mailing list.

Usually on the box it consist of e-mail input and you enter your name, and hit submit which will enter you in the mailing list.

Can anyone help me figure out how this is done? Thanks so much. Even if this is a service, please someone tell me what is the cheapest and most effective way to do this. Thanks.

With HTML your only options are a hosted one ConstantContact or sparklist or even Bravenet. Plus there are many others.
Your hosting company may have a list mailer as part of your package for you to start off on and should be ok for up to a couple of hundred subscribers.

Here is a simple little mailing list that I made a little while ago. It's not really very professional or "proper", but for me it does the job. All the email addresses are stored in a text file and it uses a little php to submit the information. And, of course, if you're going to have more than about 100 subscribers I would definitely recommend something more like what Chris had in mind.
