When I try to visit my url, this message comes up:

I do not know what this is. I am currently reinstalling my wordpress application as we speak. Any other suggestions?

exist in your includes directory?

Yes, as seen below

Warning: require_once(/home/content/t/o/m/tommygun87/html/includes/WebStart.php)

make sure the path is correct as well from root

/home/content/t/o/m/tommygun87/html/includes/WebStart.php

Double check the case of the file naming convention

The Error clearly says it is because
(/home/content/t/o/m/tommygun87/html/includes/WebStart.php) this file is not existing.

But it can occur if you have no proper permission for the file.
