I don't believe there is such a thing as <link rel="noindex">
You can "noindex" your own page through the Meta tags but not
individual links ON the page.
Crafty SEOs used to engage in "page sculpting" by using <link rel="nofollow">
on their page to concentrate the Google juice where they wanted.
But if you take the time to watch the Matt Cutts video blog you will see that
Google has changed their PR algorythm to effectively make that strategy useless now.
There is a bit of evidence to to suggest that Google DOES in fact crawl and index "nofollow" links.
