I am trying to make 2 very different websites.

first one an auction site. I DONT WANT TO USE EBAY its too expensive i need a cheap auction software that will let multiple users register and be able to upload there own pictures of products they are trying to auction off.

second one i need to see if there is a program that i can integrate into my website where people login and can make there own website by using templates that are customizable such as colors and pictures and information and letting them be able to upload it themselves. Can anybody help me please. thank you.

I know html and the easy stuff what i need help with is the hard stuff. If you know of any program out there like this that is easy that would be helpful thanks you.

they two things you're trying to accomplish is rather complicated and that is not because you only know html. Even if you had a little server/client side scripting under you belt. Both of these requirements require some robust management and maintenance.

Even with a deploy-able script you'll be looking at some customization and modification of the scripts. I highly recommend hiring an expert in this field. But if you like to try here's a good place to start:

I agree with orionoreo. I've been using PHP and databases on and off for the past 3-4 years. This would be very complicated for me. You would need to use the most up-to-date code due to the security. If you want this done now you only have two options. Purchase the exact piece of software you're looking for hire an experienced developer.

HotScripts.com as recommended above by orionreo is definately the place to start looking. Even with customisations to an already existing (and no doubt out-of-date freebie script) you're looking at possibly weeks/months of work carried out by an expert who knows what he's doing

Have you asked yourself what will you do on those occasions when you're website has an error, or a technical problem for one of your users? If you can't fix the problem, or answer the queries, you're then going to have to part with even more money to have your developer deal with the problem
