I am looking to create a page similar to what is in the attached image.

So you would have + or -. clicking on the + will unfold whilst clicking on - will contract the appropriate underlying element.

Also clicking on - all or + all will do it for all sections .

Does anybody know how I would do this ?

You'll need some javascript for that. Check out jQuery plugins, I know there are several for that type of menu.

the instrument you need is a javascript function called TOGGLE(id). you can pass the id of a div and the toggle function will show or hide that div.
