Can I link to an Outlook form in the forms library?

In a Corporate Intranet setting where everyone is using IE6 and Everyone has Outlook, is it possible for me to include a link from a web page that would open a new message in Outlook using a custom form out of the Organizational Forms Library on the Exchange server? I have some mailto links on there that open a new message, and I have a few links on there that jump directly to specific public folders in Outlook, but what I'm asking doen't seem to be possible, at least with my limited knowledge.
