Making a download link

Hello, I need help in making a download link. I posted a .pdf file on my website, but I want it so that when user clicks the link that I provided so that it will ask him if he wants to save or open, because whenever the link is clicked then the pdf file just opens up in the browser. I do not want that since it is a bit of an illegal document that contains cheats for test. So all I want it to do is that whenever the link is clicked it asks for a save or open.
And can I do it better in php maybe? Or will html work?
Thanks a lot in advance to anyone who helps!

The "open in browser" is a setting on your browser. Turn that off and it won't open a pdf in the browser, it'll prompt like you want it to.

Ok I see thanks a lot for your help
I just decided to make them .rar with password protection
So now another problem, when user hovers over the link, then browser window shows the location of the folder in the bottom left corner, is there any coding I can do to prevent the link from showing up on bottom?
