Is there a way to add flash as an html page background image and if so how do you do it?

you mean put content on-top of the flash? just design the site in flash then...

put the swf inside a div layer that is the size of your page.

That's not going to work. You will have problems with the 'stacking' order with Flash - guess which browser

Separate the flash from the HTML. Attempting to mix the two will only cause you problems that are not worth your troubles.

post your flash before the content of the site ..
