I am editing an exisitng site for a friend. It is a simple HTML site.

It has a scroll bar section that was way too long. So I have added categories to the top of the scroll bar and you click on it and jump to correstponding section of scroll. That seems to work fine. Problem is with the the middle of the scroll I have added links called "To Top" that correspond to an anchor at the beginning of the scroll called #Top.
Some areas it works and other areas it doesn't. The first three sections see to be the biggest problem.

Please have a look at the site and let me know what the problem is.

I didn't see the anchor that other links corresponds it should look like <a href=".." name="Top">Top is here </a>
