I think in the long run, Adobe Contribute will be your best option. If you develop the site in DW and use templates for your pages, it becomes easy for the site owner to maintain with Contribute right in the browser. It costs $, but you and the site owner will be happy.

I use two free wysiwyg editors via the browser, Adobe InContext Editing (Adobe ICE) available through Dreamweaver CS4, it's excellent. Also, a really simple free solution is Cushy CMS, check out www.cushycms.com

(I'm not affiliated with either, just a satisfied user.)

I really like Konductor. It is simple and allows for easy use of Dreamweaver editable regions. You can also create dynamic menus.

Definately worth a gander, www.konductor.net
