How can I tell if someone browsing my site is using IE?

And more importantly, can I say,

If they are using IE7, or 8
then
display this image with padding of 6 pixels
else
display this image with padding of 0 pixels

Is that possible?

No why would you need one?

Only IE supports conditional comments anyway and you can use a NOT syntax
[if !(IE7)] or you can use the "downlevel" syntax
