Yes, PHP , perl etc are important for dynamic webpages, But all the languages do is generate HTML for the webbrowser to render the page.

Yes, you have to code html into your server side. So html is just the foundation. However, if you don't want to focus on html, then go flash. But even flash is wrapped by html. No html, then http server doesn't have anything visible to show visually in response to your web browser.

Although Java apps are playing an important role gradually. But without HTML, then you may find it difficult to build a site, even a simple blog.

HTML is a base to develop the website.If you want to develop a website,then you have to knowledge of HTML.

If the document file is not html, the browser wouldn't read it and let you download it instead of render it. That's how I learned by starting my first page in Notepad
