I'd use WordPress if I were you, that's the most SEO friendly web builder I've found.....

PHP IS HTML when it gets to the browser.

Just use Notepad or Notepad++

Wordpress doesn't need to be dynamic, just use a static page for your homepage and then add lots more static page as needed. The browser only sees HTML because that what PHP sends to it...

Wordpress can do that, it creates dynamic urls for posting whereas when you create pages they have static url. Even you can redirect your dynamic pages to static by making changes in read and write properties.

Dreamweaver, for newbies, is a disaster waiting to happen!

Wordpress is great and doesn't make just blogs. It can be used for static websites as well....its' fast, efficient, easy to use and SEO friendly on top of that...Give it a try and you'll stick to it. Plus did I mention you have hundreds of themes available for free to use on wordpress.

I have only just started using http://contentseed.com/

I can create websites in Expression and use this to allow customers to change the content on any page (content of pre-existing pages that is). It won't do menus and I'm not sure about image galleries, but for simple content it's great and it doesn't interfere with seo.

Dream Weaver needs little effort in the beginning if you have not worked on any editor...otherwise it is very user friendly and equipped with all requirements needed to create an application...

I think there's been enough nonsense in this thread.

No code that is spewed out by a WYSIWYG editor has any impact whatsoever on SEO. It's what the HUMAN inputs for CONTENT that makes any difference at all.
