If you've got plenty of spare cash, adobe creative suite components - Dreamweaver, Photoshop and Fireworks. Not cheap though, cost well over $1000 for the cs5 versions of those 3.

Free / open source packages are around though, eg. for code editing Komodo edit, CoffeeCup or Notepad++ and for graphics GIMP and Inkscape.

Whatever you decide to go with, you really need to learn to code (if you don't already know how) at least in html and css before starting your build.

Does it mean, I need to learn html and css first to have a start of web development? I am a novice and know something about html and nothing about css. Should I learn php too? From where should I start?

Yes. While using templates and certain wysiwyg packages may allow you to set up a basic site with minimal coding knowledge, you will need to know html to debug the code and css to properly customise / style the pages. I say properly because some packages will style the pages, but not in the ideal way; for instance Dreamweaver in wysiwyg mode will use absolute positioning on page elements where floating them would be better.

Not yet, learn the basics first (html and css) before you start learning to script. Although, having said that there is an aspect of server side script that can be very useful in building/maintaining your site: the include command. Might be worth you taking a look at that

For the past few years I've been using PHPed. I sometimes use Dreamweaver for creating tables, then copy/paste code, to speed up the coding process; or I will use Dreamweaver for laying a base for a mailer where inline code is needed.

But a co-worker just found a new product that we use... NetBeans. It's built by developers/programmers for developers/programmers, so it has a lot of nicities and options for color coding, quick formatting [don't need polystyle anymore], preview windows -- including for your css docs -- easy connect to servers, and much, much more.

It also plays well with Tortoise, if you use CVS or SVN.

... and the best part... its free!

Definitely worth checking out if you can hand-code.

+1 for Dreamweaver. But with all this free press we should be getting compensated by the Dreamweaver developers :-)

Poor users! Shoot the people that developed it instead. Frontpage doesn't produce websites. Its by-product would be more appropriately called Internet pollution.

Adobe CS3 and Dreamweaver 8 are the I have used and like personally. For designers firebug is really handy.
