Use a frameset.

http://www.w3schools.com/tags/tag_frameset.asp

one frame with the navigation and one frame for the pages, target the navigation links to the page frame.

Remember that frames are not good for SEO

Another thing to remember is that even if you use a frameset the user can still see the url to which he is at.

For example when he is on your site and hovers over a link most web browses will show the link destination in the status bar, it may also show up in their browsing history.

If you have a large site you won't get any inner page links which could make a difference to how well the site performs.

What I do is use a ftp program to move everything from the "file" directory and move it to the root.

@asskate:

why are frames not good for SEO? I use them to make my navbars, I like them because the navbar will stay fixed in position while the rest of the screen scrolls. If this isn't good for SEO, is there another method I should be using?

Frames make no difference to SEO at all.

They WERE a problem many years ago for search engines, but these day it is accessibility that frames cause a problem for.
