My site is small, has about 7 pages, and it has a sidebar.
i know in php you can use the php include to make your sidebar appear in all the pages and if you wanna edit all you gotta do is edit the menu/sidebar php file.

In html how do i do this?

Is the sidebar content going to change often enough to merit special measures? If it is, you can use a javascript include to write content, then you'd just have to change that included file.

Javascript is not triggered by some useragents so the navigation will be invisible to them (search engines included)

The ONLY way is can be done in html is to use a framset or an iframe for the navigation phe.
Does your hosting support Server Side Includes (SSI) ?
