The "black line" is a gap where the page background shows through, it is caused by IE leaving space on an empty element for the text descenders.

He did not describe your problem, he identified the cause (a subtle difference but obviously too subtle for you), one that is easily fixed and one you can sort for yourself if you can't maintain good manners when asking for favours.
First you have to open your html code, may be possible you forgot give used to head in the html code, or possible like you don't closed the tag of head.
