I have two site more or less the same, one site is hosted by AC domains in USA has a lot more links, is advertising with Google, is on the Yahoo directory and is older http://clippewrlight.com which is about 650th on the Key word nautical gifts
My other site is less than a month old ,hosted by a british company "123" and has few links,does not advertise and had a ranking against nautical gift key word at 71 http://www.nauticality.uk.com
Maybe because http://clippewrlight.com/ is unavailable too much, like maybe when Google visits it, like it is for me now?

I think the way google works (though I may be wrong) is it sees how many bots it can get there - in other words, how many other sites link it. I don't know how else to help, sorry.
It has to do with the number of backlinks, like LemmonLime said, but I also noticed that despite the fact that the higher ranked page for "nautical gifts" contains fewer instances of the phrase "nautical gifts" (12 as opposed to 17), it's a smaller page and contains less other text, so the phrase isn't as diluted among other text.
