its a css tag.

CSS:

a {
text-decoration: none;
border-bottom: 1px dotted #000;
}

if u use the above all links will have the dotted line

if you use the one below, only on mouseover they wil have it

a {
text-decoration: none;
}
a:hover {
border-bottom: 1px dotted #000;
}
