It is different. An icon file is a collection of bitmaps, a GIF is an entirely different file format. Browsers may pick up re-named GIFs and use them as favicons, but if you try to use a re-named GIF as an icon for say, an application, you'll most likely get an error.
Try right-clicking a shortcut on your desktop and go to Properties, then click Change Icon. Browse for a re-named GIF and you'll get an error.
IE won't display favicons in the title bar, Firefox will. I think both browsers display the favicon in the favorites menu. If you get the MSN Toolbar for IE, IE will display the favicon in the tabs of it's tabbed browsing thingy.
