Does anyone know how to code a template for Joomla? I'm doing a template for the website, not the admin panel. What are the requirements for each file. I read some about what to put on the index.php file on the joomla website, but the CSS and Metadata file had nothing writen about them. Any help is appriciated.

Take a look at the templates that come with Joomla or download one. You can copy the index.php and tempate_css.css files and rewrite them for starters. There really isn't much to the Joomla templates. As long as you know HTML and a bit of PHP, they're pretty easy to figure out.
