You just need an e-mail sender that can send HTML e-mails. Then you just copy & paste the HTML from Dreamweaver into the e-mail client.
Bear in mind that quite a few people don't have e-mail clients that can read HTML E-Mails, so make sure to send a plain text version as well (this can be done in the same message) or provide a link to an online version of the newsletter.
Also, more and more e-mail clients are having images turned off by defaut (for security reasons) so your newsletter won't look good at first until the user turns images on for that e-mail.
