Is there an easy way to set a minimum and maximum font size for a website using a CSS?

I've just finished on a template page but the text will not resize when you click View>text size> larger or smaller.

I've never done anything like that. But from experience, limiting the users customizability is not a good idea. you should try and design in a way that the user can pick whatever text size they need.

If you specified the font-size in 'px' it won't resize in IE since you explicitly stated to display it at that size. You need to specify your font-using a relative measuement like 'em' which I think is the width (or maybe height) of the character 'm' in the font you're using.
