Best way to call a file for an IFrame? Cookies maybe?

OK, so the main page I am working on is split in two sections. The top of the page is static info that applies to everyone in the company. The lower half is in an IFrame. There are four regional links at the top of the Iframe that will change what regional page loads.

I am looking for a way to default it to "page1.htm" if you have not been there before, but to remember what page was loaded last when you were there.
I was thinking the best way to do this would be with a cookie (maybe set to expire once a month), but I have done very little work with cookies.

Any help or ideas would be very helpful.
Thanks

Do you plan on doing this with dynamic pages? (Using one page as the template and loading each page into this page..)

To do this you will need to use a server technology like asp, php, or ColdFusion.

Do you know what is running on your server?
