The problem with your question is the perspective you're looking at it from.
" I can't have a link on my site that pops a 300 by 300...?"
Step back and look at your situation from the user perspective. And before you jump to conclusions, go to a site like www.prowrestling.com and surf around (even if you're not interested in wrestling, watch what happens after a few pages).
You see those popups that get blocked? Or do you even see the odd one that gets through? Imagine if they all got through...for example, on a machine running Windows 2000 or earlier and without a popup blocker installed. Do you see how that might be annoying?
That doesn't even take into account the number of drive-by software installs that occur through the popup method.
That's why your popup isn't working. It's due to abuse of the concept.
The question that I have is...why do you need a popup window so badly that you can't put the same content above the fold on your page in a visible area?
