I am wondering how all the major music streaming sites make their pop up player codes? What type of web language is this done with, and how can I make my own streaming script?

I want a small music streaming script for my new site http://www.studio.mdigitalx.com because I want visitors to be able to listen to my songs without having to download them. Can a small flash file be able to do this? Can this be made with javascript or PHP?

Flash-based MP3 players still d/l the whole song. What you are talking about is a server running streaming software. This allows you to jump around and not have to d/l the whole thing. I'm thinking you want a free solution like this: http://www.icecast.org/
