You mean you want a picture on the title bar on the browser? If so, thats not poss.

Are you trying to put an image on a webpage?

If so, upload the image (let's say 'picture.jpg') to your webserver and put this in your HTML where you want the picture to display:

<img src="/picture.jpg" alt="short description of picture" />

You are going to have to explain what you are looking to do a lot better.

I'm not following either. More details about what you're trying to do would help.
