Would I be right if I assumed you have some pages where the content isn't long enough to call the scrollbar, while on other pages it is, and the layout shifts a little going between those pages?
I'm not sure, but I don't think you can manipulate the scrollbar and validate since only IE accepts styling the scrollbar. Like I said though I'm not entirely sure so maybe someone knows a way.
