What do you use? Tables or Divs.

I recommend divs, but i use tables when i want to view how my coding would look if i were to use divs.

Speaking of coding, what coding software do you use? I use Notepad c++, it has all these bunch of plugins and is just like a side kick.

Helps you out, no matter what, action packed with features from syntax highlighting to every changing every capital letter to lower case so it can make it xHTML validated lol.

It's not an "either or" decision. Sometimes you need a table to hold tabular data, but you can still use divs elsewhere on the page.
