I was just trying to edit a web page for work and some of the page when I tried to click it would not let me any ideas why this is.

Was there an error message? They might be cloaked or the may even be checked out by another designer.

Sounds like it might be a template that has some non-editable regions defined. Look at the code, you'll see the DW tags for 'editable regions'.

How do you do this then ?

You have to take out the tags in the HTML that DW put in there for the editable/non-editable regions. In order to do that, you have to open the html file in a text editor, like notepad.
